Manage and develop policies and frameworks to enhance the efficacy of the Collaboration Schools Programme (CSP) which entails the following: Develop and maintain policy guidelines, frameworks, standards and best practices with clear parameters for the sustainable implementation of the CSP. Provide input to WCED strategy regarding Collaboration Schools and manage the implementation thereof. Strengthen, support and guide the stakeholders in the development and implementation of (CSP) Plans. Ensure the development of a Project Plan by the Donor (in consultation with the WCED) to demonstrate how and when the Donation shall be used to achieve the purpose for which it is intended. Evaluate whether the required impact of the programme was addressed and advise, review or refine the policy. Ensure that Innovative interventions from the CSP and other best practices can be shared and scaled widely in the mainstream education system. Support with the Identification of School Operating Partners and schools for the potential declaration as collaboration schools and the establishment of new collaboration schools. Promote collaboration initiative as an WCED strategy and create platform for long term sustainability.
Ensure that systems and processes are in place to improve the delivery of services by all stakeholders and to ensure proper oversight, monitoring and accountability. Establish of clear processes for the sequencing of education partnerships and clear roles and responsibilities that are needed within the Collaboration Schools ecosystem to ensure a sustainable implementation of education partnerships. Manage and provide oversight for the contracting of all SOPs and reviewing reports as per these contracts. Clarifying data sharing processes between government, SOPs and schools and establish systems for data sharing in a way that makes it easy for government to synthesize and analyze this data for internal and external reporting. Ensure that monitoring systems are in place and monitor and report on progress of the implementation of projects/agreed activities outlined in the CSP Implementation Plans. Develop clear SOP selection criteria, guidelines to SOP establishment, and a development offering for SOP including operational and technical support. Create and implement systems for learning from the experience of SOPs and Collaboration Schools, and proactively making changes to the operating environment to enable these. Develop systems for efficient and effective knowledge and technology transfer from government to SOPs, from SOPs to government, and between SOPs, facilitating a culture of trust within the operating system. Develop and implement accountability mechanisms that operate between schools and their governing districts, and schools and their governing school operating partners.
Promote collaboration and cohesion between stakeholders to ensure the sustainability of the CSP which entails the following: Mobilize and manage, consult and engage associated institutions and private sector. Develop and maintain inter- and intra-sectoral networks, collaborations and stakeholder engagements to enhance the CSP.Resolve conflict between stakeholders. Advocacy and awareness of the CSP and the impact thereof with the broader educations sector. Facilitate an effective communication and public awareness and engagement strategy in conjunction with the Communication Unit within the department that provides synthesized information to key stakeholders on a regular basis, as well as regularly measure public perceptions of the education partnerships during implementation. Enhance collaboration between different role-players, WCED, Circuit Managers, Districts and Collaboration Partners. Create space to promote/encourage collaboration and cohesion between stakeholders. Explore and facilitate interventions to navigate complex power relations and differences between role-players and to establish greater trust. Ensure the provision of developmental support to Collaboration Schools in collaboration with school operating partners to ensure effective and efficient school management and governance, which include HR, Finance and Infrastructure. This entails the following: Develop, support and monitor the implementation of school governance and management policies, and instruments at Collaboration schools. Develop, support and monitor the implementation of sound administration and financial management processes at Collaboration schools. Coordinate and facilitate all other aspects at Collaboration Schools where applicable, which includes among others Learner Transport, National School Nutrition Programme, School Safety and Occupational Health and Safety, and School Enrichment Programmes in conjunction with other units within the department. Coordinate and facilitate the development of policy, guidelines and training materials for institutional and governance issues in conjunction with the Sub Directorate Management and Governance (Non-Curriculum).Coordinate and facilitate corporate services for Collaboration Schools in conjunction with internal role-players and partners which includes: people management services financial and SCM services infrastructure planning and of Collaboration Schools and facilitate pre-forensic investigations when necessary.
