Main Responsibilities:
*Project-manage the labour-intensive projects in line with the EPWP framework and the related reporting requirements.
*Compiling final monthly, quarter, bi-annual, and annual reports to the Municipal Infrastructure Grant (MIG) Manager.
*Reconciling monthly capital projects expenditure against the allocated grant and making follow ups on long outstanding expenditure.
*Monitor the consolidated cash flow performance reports of projects and on the regional programme collectively.
*Verifying and reconciling quarterly transfers from National Treasury with the Budget Accountant
*Compiling financial reports of Division of Revenue Act (DORA) of all conditional grants .
*Audit compliance of all legal conditions required by Government.
*Auditing and administering monthly claims and expenditures and making follow-ups on outstanding claims.
*Capturing of projects on the Management Information Systems (MIS) .Cogta system for monitoring and evaluation
*Reconciling monthly projects of Department of Water Affairs (DWA).
*Capturing of Expanded Public Works Programme (EPWP) beneficiaries and reconciling monthly expenditure and making follow ups on long outstanding expenditure.
*EPWP Champion of the municipality to make sure that conditional compliance issues are met in terms of EPWP implementation of the grant projects identified by the community, job creations and FTE's
*Provide national guidelines on the development, management and evaluation processes of contractor involvement and recruitment of EPWP beneficiaries
*Need to ensure that all the initiatives of the municipality and its EPWP objectives are fully implemented
*Compile weekly and monthly reports.
*Administer and manage time sheets and payment of beneficiaries including tools
*Ensure that all the projects are compliant to the DoL legislation and the ministerial determination on Expanded Public Works Programmes
*To have EPWP as an approved delivery strategy for project implementation, employment creation and skills development by ensuring that EPWP guidelines and principles are adhered to in the implementation of any municipal project across all the EPWP sectors.
*Attend all EPWP District and Provisional steering committees representing the Municipality
*Assisting procurement with the process of contract management on capital projects.
*Assist the procurement with specifications and evaluations of bids of projects.
