Monitoring and Evaluation

• Conduct validation by reconciling data reported on the eQPRS, post support database and portfolio of evidence received from Provincial Department of Agriculture's (PDAs) in accordance with the approved TIDs
• Develop/create and maintain Microsoft excel workbook for data as reported by PDAs for analysing data.
• Compile a consolidated quarterly Provincial Department Agriculture’s and Public Entities non-financial performance report.
• Compile consolidated annual Provincial Department Agriculture’s and Public Entities non-financial performance report.
• Monitor adherence to pertinent policies and procedures as well as the institutional M&E framework.
• Coordinate the completion of the quarterly and annual sign-off reports by the relevant branch head to confirm the report before it is presented in all the structures.
• Provide strategic guidance and support on the development and review of performance indicators.

STRATEGIC PLANNING

Development of Annual Performance Plan (APP)

• Consult branch on the environmental scan (SWOT ANALYSIS)
• Consult branches to make inputs into the Departmental Annual Performance Plan
• Consolidate draft Branch APP
• Consult Branches to discuss inputs or comments from DPME, National Treasury and internal Audit.
• Submit the final draft Programme 2 APP to the office of the Director General

Facilitate the alignment of the PDAs and PEs plans to Department of Agriculture plans and MTDP priorities Development of PDAs Budget Program Structure and Standardised Indicators

• Provide guidance in the development of Provincial Department and Public Entities plans through PME Working Committee.
• Participate in PDAs and PEs strategic planning sessions to present sector Priorities

STAKEHOLDER ENGAGEMENT

Coordination of planning, monitoring, and Evaluation committee

• Provide secretarial services (Logistics, coordinate responses of resolutions).
• Compilation of technical letters, concept notes, and memos.

PROJECT VERIFICATION

Quarterly Non-Financial Performance project verification visits

• Compile provincial projects visit list based on post support database and validation outcomes.
• Coordinate site visit with the provincial counterpart.
• Conduct projects site visit for verification.
• Compile a consolidated verification report.

• Compile a quarterly non-financial performance report for the Provincial Department of Agriculture and Public Entities.
• Compile an annual non-financial performance report from the provincial departments of agriculture and public entities.
• Examine the reasons and steps to increase the reports' compliance with audit requirements.
• Examine and contrast the auditing patterns of the current and previous fiscal years.
• Assessing the quarterly progress of sector-standardized indicators in respect to the predetermined targets of the Provincial Departments of Agriculture (PDAs) using the DPME electronic Quarterly Performance Reporting System (eQPRS).
• · Facilitate Strategic Planning, Annual Performance Plan and Operational Plan sessions.
• · Coordinate the alignment of departmental plans with other national governmental priority plans
• · Provide guidelines in the development of performance standards.
• · Development of Concept notes, SOPs, MEMOs and other relevant documents
• · Provide guidance on the implementation of strategic planning guidelines
• · Interact regularly with business units regarding performance information.
• · Assessment of Provincial Departments of Agriculture (PDAs) and Public Entities Annual Performance Plans (APPs) to ensure alignment with the National department priorities.
