Portfolio & Programme Management
- Administer legislative processes, ensuring adherence to procedural, governance, and regulatory frameworks.
- Develop project plans for provincial and NCOP Bills, including detailed public hearing schedules and stakeholder engagements.
- Ensure committee projects are aligned with strategic mandates and deliver measurable impact.
- Oversee committee programmes and projects, ensuring alignment with strategic goals and timely delivery of intended value and benefits.
- Provide procedural advice and strategic recommendations to Committees to enhance governance, oversight, and legislative compliance.
Governance & Compliance
- Advise on Ordinary Provincial Bills, Provincial Money Bills, NCOP Section 76, 75, 74, and 77 Bills, and Constitutional Amendment Bills.
- Ensure all committee decisions and procedural advice are documented, stored, and tracked for institutional memory and governance accountability.
- Ensure properly prepared procedural advice is vetted before submission to the Chairperson.
- Establish and maintain procedural and governance standards, ensuring compliance with Standing Rules, legislative processes, and financial controls.
- Maintain accurate and updated records of all procedural advice provided.
- Provide structured procedural advice to Committees, aligning operations with their mandates by identifying and mitigating risks in legislative processes, financial allocations, and compliance gaps.
Resource & Financial Management
- Advise on budget performance, identifying risks of over- or under-spending and recommending corrective actions.
- Ensure allocation of financial and human resources across committees.
- Manage and monitor committee budgets, providing monthly updates on projections and actual expenditure.
- Provide monthly expenditure inputs for standing committees and track financial performance against allocated budgets.
- Submit quarterly and annual Standing Committee Reports with detailed financial tracking.
Stakeholder Engagement & Communication
- Communicate with stakeholders, interested parties, and invited guests on behalf of Committees and Chairpersons.
- Engage with key stakeholders, including committee members, government departments, and external partners, to ensure alignment with legislative and governance priorities.
- Facilitate and coordinate committee meetings, workshops, study tours, and public hearings.
- Provide meeting support, including pre-meeting procedural planning, in-session advisory, and post-meeting reporting.
Risk Management & Performance Monitoring
- Develop contingency plans to address legislative, financial, and governance risks.
- Identify, assess, and mitigate risks related to committee projects, governance procedures, and legislative processes.
- Monitor committee performance and report on key metrics, leveraging data insights to drive continuous improvement.
- Provide quarterly Committee Decisions Tracking Documents to ensure action items are implemented.
Enterprise ICT Programmes & Systems Improvement
- Identify gaps in legislation and develop procedural guidelines to align with compliance requirements.
- Lead process improvement initiatives, streamlining documentation and implementing efficient systems to enhance workflow.
- Maintain and update the Electronic Records Management System and parliamentary website.
- Work with ICT to improve stakeholder database and develop a Membership Hub programme for enhanced stakeholder engagement.
Supply Chain & Vendor Management
- Apply knowledge of procurement processes, supply chain management, and financial regulations in committee operations.
- Work with vendors for logistics, event coordination, report printing, and legal consultations, ensuring compliance with supply chain policies.
- Ensure that procurement decisions adhere to financial regulations and strategic governance requirements.
Continuous Improvement & Innovation
- Promote best practices in procedural and legislative support, enhancing efficiency in committee operations.
- Encourage innovation through process enhancements, technology adoption, and lessons learned from committee proceedings.
- Identify system inefficiencies and develop solutions to streamline governance and oversight processes.
