My name is Thokozani Mtshali. Born July 1985. After matriculating in 2004, went and pursued my post matric education at the University of Free State. (13) years of my work with local government, has equipped my professional career with experience, knowledge, understanding and situational application to complete tasks that form part of my job KPA’s. Amongst my capabilities, is to use my educational background and critical thinking to deliver desired results to perform optimally. As part of accumulating back-end exposure to my career, I was employed as a Financial Manager to implement revenue management and enhancement of the client. This was achieved by ensuring the accuracy and the completeness of all billable services in the municipality. As part of the BTO, I have achieved several credentials (Conditional grants, Creditors and Compliance – reporting). Supported a local municipality with accounting services. Coached and mentored interns and achieved to initiate for all FBDM finance interns doing MFMP to get registered with SAIPA, through collaboration efforts with my manager.

  • I was placed on a 24-month rotational – at work training with Dikgatlong Local Municipality. This internship Programme is a result of National treasury Grant fund municipalities to employ graduates as a reform to strengthen and attract graduates to local government administration.

  • My responsibility amongst others was to ensure that all municipal controlled accounts and monthly reconciliations were done to adhere to internal controls management. These reconciliations included creditors control account –age analysis, prepaid payments (SALGA fees and all Insurance obligations), project retention, un-allocations and all conditional grants capital expenditure and revenue recognition.
  • As a transferring official of all the grants, I achieved a 98% spent average with no funds returned back to Division of Revenue since 2019 – 2023. Ensured that all grants are accounted for and used per conditions attached and in line with agreed and approved business plans.
  • Achieved to process ledger journals, maintained credible general ledger and proper record keeping in line with GRAP to ensure that the MFMA as a legal framework is upheld to produce correct financial information and can be reported on in line with IFRS.
  • In January 2022 FBDM acquired a new financial system and I ensured all the financial records assigned to me were migrated successfully.
  • I was assigned with a task of assisting local municipalities – Magareng Municipality with the reconciliation of their ledger. Achieve to allocate and corrected the transactions which were wrongly allocated on their general ledger.
