Gauteng Health: Forensic Medical Services
- Translate Forensic Medical Service’s (FMS) vision, mission, and goals into strategic objectives in alignment with the Gauteng Department of Health and Wellness strategic priorities
- Provide strategic leadership and overall operational management of seven (7) directorates namely: Forensic Pathology Service, Clinical Forensic Medicine, Inspector of Anatomy, Forensic Medical Research, Corporate Services, Finance and Infrastructure
- Determining and developing chief dictorate’s annual performance plan and operational plans
- Based on the provincial annual performance plan (APP)
- Facilitate the setting of forensic medical service overall strategic direction, leads transformation issues, change and improvements at the district level in line with the district health model
- Strengthens functionality of forensic pathology and clinical forensic institutions within the districts and establish the circumstances and causes surrounding unnatural deaths, including medico-legal investigation of clinical trauma including examinations of survivors/perpetrators and related services and provides medico-legal reports; and offer preventative community engagements programs / projects
- Take a leading role in the development of service standards, protocols, quality and ensuring ethical levels of professional conduct on the part of all clinical and support service staff
- Facilitate the development of memorandum of understanding and joint appointments with various institutions of learning namely: University of the Witwatersrand (WITS), University of Pretoria (UP) and Sefako Makgatho Health Sciences University (SMU)
- Authorise research projects from undergraduate and postgraduate medical students for presentation in congresses and or publications
- Serve on the Boad of the University of South Africa Institute for Social and Health Sciences on research, scholarship, community engagement and training in the areas of injury and violence prevention; safety and peace promotion; transdisciplinary African psychologies and (re)imaging knowledge spaces; and Black Planetary Studies
- Represent Gauteng FMS and participate in various national committees such as the National Joint Operational Centre, Presidential Inauguration Committee and maintain relations with non-governmental organizations and NPO e.g., NACOSA, FPD, USAID etc
- Develop forensics medical services long and short-term infrastructure plans, building plan and refurbishment plans including health technology plans
- Render advice to executive management on matters of forensic medical services nature
- Provide advice and guidance on forensic pathology and forensic medicine services to mobilise the service in the districts in conjunction with district health managers
- Acquire funding to upgrade facilities, equipment, and vehicles for forensic medical services
- Determine policy which meets the medico-legal requirements of the prosecuting authorities
- Lead discussions and institute international best practices in the field of forensic pathology; and forensic medicine to discuss legislative framework to positively adjust policy direction
- Manage risk and implementation thereof across the district forensic medical service centres and institution
- Oversee the development, implementation, and coordination of FMS provincial disasters
- Determine priorities and coordinate the FMS disaster preparedness, response, and recovery
- Determine financial needs by conducting of financial planning and budgeting, budget preparation facilitated, submitted for approval be it CoE or Goods & Services
- Compile IYM, expenditure control/management reports, over/under spending monitored and reported including irregular expenditures reported in line with PFMA
- Manage and control of budget allocations, recommend financial shifting and ensure that financial management trends are developed, implemented, and maintained
- Participate in FPS bids specification committee, bids adjudication and bids evaluation committees’ meetings
- Oversee the process of ensuring that all the supply chain management functions (demand, acquisition, and logistics management) are properly maintained and executed with the applicable guidelines and thresholds
- Ensuring that the assets of chief directorate are utilized effectively and economically to realize the objectives of the FMS strategic plan, review monthly reconciliations between the asset register and general ledgers to ensure all assets have been accounted for.
