Strategic Implementation of Economic Frameworks
Facilitate and ensure understanding and implementation of the National and Provincial Local Economic Development (LED) Implementation Framework, aligning with government policies such as the New Growth Path (NGP), Industrial Policy Action Plan (IPAP), and Preferential Procurement Policies
Design and implement programs aimed at enhancing economic capabilities, particularly for marginalized groups (women, youth, persons with disabilities, and black-owned businesses) in key sectors such as the green economy, mining, agriculture, tourism, and manufacturing
Development of LED Strategies and IDPs
Develop comprehensive LED strategies for municipalities, integrating them into Integrated Development Plans (IDPs) while ensuring alignment with provincial and national priorities
Analyze all Joint Task Group (JTG) municipal IDPs to identify opportunities for leveraging competitive and comparative advantages for sustainable economic growth
Economic Empowerment and Social Transformation
Oversee and report on the implementation of policies, programs, and interventions that promote women, youth, black-owned businesses, and persons with disabilities
Manage and strengthen governance frameworks within the Economic Empowerment Directorate to mainstream social transformation and economic empowerment across all sectors of the provincial economy
Facilitation of Stakeholder Relations and Partnerships
Strengthen stakeholder relations to synergize LED initiatives, fostering partnerships between government, private sector, and civil society to drive inclusive economic development
Support initiatives to establish strategic partnerships within the mining sector, linking black-owned companies participating in the mining value chain, green economy, tourism, and manufacturing sectors with relevant stakeholders for funding and support
Mining and Mineral Sector Development
Facilitate the development and implementation of strategic interventions to promote the mining and mineral sector and its associated industries
Liaise with stakeholders to maintain a mining supplier database and leverage funding opportunities for the development of mining industries
Project Management and Proposal Development
Develop and implement project proposals aligned with government priorities, ensuring effective monitoring and reporting on progress
Utilize strong project management skills to design, implement, and monitor programs that support the revitalization of rural and township economies, focusing on skills training, business development support, and network opportunities
Capacity Building and Skills Development
Coordinate and facilitate skills development and capacity-building programs for LED practitioners, officials, and marginalized groups, ensuring alignment with MSI Training and incubation programs
Provide functional reporting to the District Director, demonstrating strategic capability, leadership, and program management competencies
Data Analysis and Interpretation
Analyze Global Insight data and interpret trends to inform evidence-based decision-making for LED initiatives
Use sound knowledge of government budgeting processes and Public Finance Management Act (PFMA) to ensure financial accountability and transparency in program implementation
Promotion of Women and Youth Empowerment
Facilitate the implementation of all economic empowerment charters across sectors, ensuring compliance with legislative frameworks for small businesses and women empowerment
Identify and profile black-owned companies participating in key sectors, linking them with opportunities for growth and development
Key Competencies
Strategic Capability: Ability to align LED initiatives with national and provincial frameworks, driving sustainable economic development
Leadership: Proven experience in leading teams and managing programs at a middle/senior managerial level
Financial and Project Management: Sound knowledge of PFMA, government budgeting processes, and project management principles
Communication and Facilitation: Excellent written and verbal communication skills, including report writing and stakeholder engagement
Service Delivery Innovation: Experience in designing and implementing innovative programs that address socio-economic challenges
