    • Research changes to relevant financial legislation, (MFMA, Municipal Systems and Structures Acts) and regulation/guidelines/procedures, Generally Accepted Municipal Accounting Procedures, (GAMAP), Generally Recognised Accounting Procedures, (GRAP) and reporting on changes
    • Drafting of new policies and amendments to existing policies and work procedures and submitting to the Assistant Director for management reporting
    • Drafting replies to queries pertaining to the section, verifying/ reviewing reports and submitting reports to the Deputy Director for approval
    • Devising training Programme and overseeing the implementation of relevant changes to council policies and liaising/reporting to section supervisors on new/revised policies and procedures.
     FINANCIAL & ADMINISTRATION SUPPORT FUNCTION
    • Monitoring and reporting on Risk management and asset management tools, such as lost/theft of municipal properties, stock-taking of assets and inventory.
    • Monitoring and updating files with current and relevant information pertaining to the administrative activities
    • Preparing and effecting procedure changes relating to the area of responsibility and submitting for authorization to the Assistant Director
    • Research other strategies to be implemented in order to economize on spending for non-budgeted items, with an aim of avoiding fruitless expenditure.
    • Developing and coordinating training sessions with relevant staff of the Directorate
    • Preparing and submitting statistics and reports to the Deputy Director for management meetings and reporting
    • Coordinated Municipal Finance Management Act training, to all NMBM officials and Councillors for compliance according the MFMA 56 of 2003 regulation.
     SUPERVISION AND PERSONNEL DEVELOPMENT
    • Providing guidelines/ guidance to personnel on the application of procedures relating to special projects, receiving feedback on research done, and coordinating the planning and development requirements.
    • Implementing remedial measures/corrective action to align performance and output against agreed standards
    • Appraising performance levels, setting objectives and measuring accomplishment or establishing reasons for non-conformance
    • Strategies on work-responsibilities to be executed and monitor progress and/or backlog where suggestion solutions will be provided to the subordinates.
    • Apply an open-door policy where subordinates are allowed to share their views and ideas on how their work-performance can be executed better
    • Encourage subordinates to unlock their abilities by enhancing their knowledge and gain skills that will develop them to better themselves and increase effective performance standard.
     AUDIT FINDINGS PROCESSOR
    • Responsible for all Budget and Treasury auditing findings detected by internal and external auditors
    • Identifying audit risks if they are inherent, control and/or detection risks
    • Communicating with responsible persons to build internal control measures that will eliminate future risk of causing the audit finding detected to re-occur.
    • Drafting statistics that will reflect the current status quo of the outstanding and the audit tested auditing findings.
    • Develop control measures that will eliminate any improper usage of the municipality’s properties, funds and services, which must be aligned to the MFMA, MSA & the Constitution.
  •  PROCEDURAL MANUAL COORDINATOR
    • Responsible to draft the procedural manuals that provides information on how to effectively comply with legislation and regulations that stipulates procedures on how to execute work contents and concepts effectively and efficiently.
    • Assisting other directorates on which procedures must be added and/or adjusted in order to effectively comply with the standards of work performance stipulated at National Level and by the Auditor General.
     MUNICIPAL STANDARD CHART OF ACCOUNTS, (mSCOA)
    • mSCOA is the new system to be implemented by all local government spheres which is endorsed by the National Treasury.
    • As the work-steam team member, mSCOA gained me knowledge how to record accounting transactions the new way, performance process stipulating exactly how transactions are to be recorded, classified, disclosed, and prepared in the municipality’s accounts.
    • Responsible in organizing & conducting workshops for awareness information session, for the officials to gain knowledge, understanding and information of what is required and expected when the mSCOA is running and implemented.
    • Liaising with ward councillors, equipping them with the knowledge and the importance of adhering to mSCOA principles
    • Encouraging all stakeholders involved to adhere to the objectives, principles and procedures of mSCOA
     TENDER OBJECTIONS COMMITTEE (TOC)
    • Responsible to detect the authenticity and credibility of all tender contracts submitted by interested suppliers;
    • Checking all supporting documents required for each tender are submitted by the interested suppliers.
    • Ensuring each supplier/contractor submitted their tender documents qualifies for the tender according to the specifications of the tender;
    • Ensure all the procedures, by-laws and SCM policy is adhered to by the suppliers/contractors interested to bid in the tender.
