1. ASSISTANT DIRECTOR: PROVINCIAL PERFORMANCE MONITORING – POST LEVEL 09: (APRIL 2020 TILL DATE) - DEPARTMENT OF AGRICULTURE, LAND REFORM AND RURAL DEVELOPMENT

Duties are:

• Oversee the processes of monitoring and reporting between Department of Agriculture, Land Reform and Rural Development, the nine (09) Provincial Departments of Agriculture and six (06) Public Entities.
• Facilitate the development and support implementation of M & E frameworks and guidelines for PDA’s and PEs.
• Monitor adherence to pertinent policies and procedures as well as the institutional M&E framework.
• Provide strategic guidance and support on the development and review of performance indicators.
• Facilitate the planning, monitoring and evaluation quarterly meetings with Provincial Departments of Agriculture and Public Entities (M&E forum)
• Develop and review evaluation frameworks and guidelines.
• Evaluation of strategic projects and programmes according to the Departmental Evaluation Plan (CPA Evaluation report)
• Evaluation of strategic projects and programmes according to the Departmental Evaluation Plan
• Design and Implementation of the Communal Property Association (CPA) Programme
• Manage the implementation of evaluation recommendations and reporting for organisational learning and continuous improvement.

2. ASSISTANT DIRECTOR: PROVINCIAL MONITORING AND EVALUATION PROJECT PERFORMANCE – POST LEVEL 09: (JULY 2016 TO MARCH 2020) - DEPARTMENT OF AGRICULTURE, FORESTRY AND FISHERIES

Duties

• Develop data collection instrument and design survey methodology.
• Continuously analyse and compare performance trends and deliverables between current and other financial years.
• Analyse causes and measures to improve satisfaction of reports to audit requirements.
• Analyse and compare auditing trends between the current and other financial year.
• Provide support and guidelines to Provinces on performance monitoring and evaluation.
• Analyse performance reports and coordinate support to underperforming provinces.
• Assist in the development of key indicators and expected outputs.
• Coordinate the response to the Parliamentary questions and referrals.
• Prepare the MTEF budget, Estimated National expenditure and monitor the monthly expenditure for the branch.
