To provide advice on HR Administration policy, procedures, regulations, and rules:
- Fully conversant with all HR Administration Policies, Procedures, regulations, and rules.
- Provided inputs about the drafting of naval instructions, policies, procedures, and regulations.
- Promulgated effective and efficient HR Administration Policies and Standard Operating Procedures.
- Interacted with HR Support (DOD) regarding all HR administrative actions.
To provide an effective and efficient HR Administration service to members of the SA Navy:
- Capturing of leave transactions, S&T, allowances such as overtime, and technical.
- Capturing termination of service (TOS) phases on the Persol System.
- Capturing and backdating promotions and salary progression.
- Issuing and receiving of work attendance register (WAR).
- Verify and submit Temporary Incapacity Leave / Ill Health Retirement (PILIR) applications to D HR Maintenance.
- Submit monthly financial expenditure for the Discounting of Leave to the SA Navy Budget holder.
Assist with the administrative actions regarding Housing:
- Complete application forms for officials and update the register.
- Check the lease agreement and bond registration letter for validity and correctness.
- Compile a cover letter to the Director HR Maintenance.
- Confirm that member has one year of service and is on a CSS contract.
- Complete Z572 and income and expenditure statement with the official.
- Monitor Persol (Persal) to ensure that transactions have been captured.
Assist with Public Service Act Personnel (PSAPS) staffing administration (HR Provisioning: Recruitment, Selection and Appointments):
- Obtain job evaluation results and financial authority for the post to be advertised.
- Prepare a job advert and submit it to the Directorate Career Management (DCM) to be placed in the DOD and broader Public Service.
- Administer applications (applications management).
- Document Compliance Management (Paper Selection).
- Provided technical support during the shortlisting and selection Board (interviews).
- Conducted Personnel suitability checks (prepare submission to SAQA and Defence intelligence).
- Implemented the outcome of recruitment and selection processes by finalizing appointment submissions and issuing offers of employment.
To manage the provision of an office administration service to the Chief Director Naval Staff and the Flag Staff (Office Management):
- Ensured that all domestic and travel arrangements for the Chief Director and the Flag Staff are made timely as required.
- Ensured that the necessary advance S&T is collected before departure and that the required S&T claims are submitted and processed without delay on completion of respective trips.
- Ensured that the Navy Staff Council, Navy Command Council, and the Navy Board Binders and folders are prepared timeously before the Chief Director attends these meetings.
- Ensured that the Chief Director has the files containing the latest Agenda and Minutes of the Navy Staff Council, Navy Command Council, and Transformation Steering Committee.
- Drafted and prepared letters for the Chief Director and assist the Flag Capt. (PA) and staff in the drafting of letters and signals for the Chief Director's signature.
- Ensured that the required stationery stores are maintained and, where required, that demands for stationery are submitted timeously.
- Ensured that claims on behalf of the Chief Director’s Entertainment Allowance are submitted to the Finance Division.
- Ensured that all correspondence generated in the Chief Director`s office is correct, photocopied, dispatched timeously, and then filed in relevant files.
To manage the provision of a registry service to the Chief Director and Flag Staff.
- Managed the receipt, distribution, and return of all files, documents, and correspondence using the prescribed Registry procedures.
- Ensured that all correspondence addressed to the Chief Director is opened, sorted, and distributed to the PA, except Top-Secret documents and mail marked for the Chief Director's exclusive or personal attention.
- Maintained an electronic register of all Incoming and Outgoing mail at the Chief Director`s Office.
- Ensured that the Chief Director`s internal filing system is maintained and kept up to date.
To manage the Chief Director’s daily appointments in conjunction with the Chief Director, PA, and Secretary:
- Ensured that the Chief Director`s diary is updated and that a Chief Director Program is distributed every Friday, by the required distribution, covering the forthcoming month.
- Ensured that all invitations accepted by the Chief Director are presented to her before the function takes place.
- Gave timeous reminders on the appropriate dress for any call, appointment, or parade.
- Ensured that parking and reception arrangements are made for callers/visitors.
