• Monitoring performance against targets and mentorship of HST direct service delivery (DsD) facility staff and Outreach Teams
• Conduct visits to Siyenza facilities with representatives of the Centers for Disease Control and Prevention (CDC) and visits to Phuthuma sites with officials from the Department of Health (DoH)
• Develop quality improvement plans and monitor implementation thereof
• Support and monitor the implementation of patient-tracking and referral systems
• Ensure adherence to standard operating procedures, guidelines and processes by supervising activities
• Support and assess facility and Outreach Team staff to build capacity in and strengthen HIV and TB service delivery

• Conduct baseline assessments to develop quality improvement plans and implement corrective actions in the following areas: Independent Quality Control (IQC), Stepwise Process for Improving the Quality of HIV Rapid Testing (SPI-RT), viral load suppression, skills audits, e.g. Nurse-initiated Management of Antiretroviral Therapy (NIMART), Adult Primary Care (APC), TIER.Net audits, Ideal Clinic benchmarking, pharmacy assessment, Central Chronic Medicine Dispensing and Distribution (CCMDD), HIV Testing Services (HTS) missed opportunity audits, Site Improvement Monitoring System (SIMS), Adolescent- and Youth-friendly Services (AYFS), prevention of mother-to-child transmission of HIV (PMTCT) cascade
• Conduct HTS in the facility and co-ordinate Outreach Teams' HTS activities for hard-to-reach populations
• Conduct ART initiation in the facility and co-ordinate Outreach Teams' Universal Test and Treat (UTT) activities in the community
• Support the training and mentoring programme in line with the project's clinical strategy, and support the facility in analysis of their own performance data
• Strengthen links between the Community Health Workers and facility staff
• Build and maintain partnerships with all internal and external stakeholders, including the District Department of Health, community bodies and civil society groups
• Support the establishment of the PHC Facility Committee and capacity-building for its members
