1. Co-ordinate and support all sector departments, stakeholders in the district on EPWP:
- Manage development and consolidation of District EPWP Business Plans
- Manage stakeholder relationships and intergovernmental relations within district
- Maintain functional steering committees in accordance with EPWP Terms of Reference and chair such seating bi-monthly
- Provide support to DPW, sector lead departments and municipalities to undertake implementation of EPWP
- Manage provision of technical support to EPWP stakeholders and public bodies as well as lead EPWP implementation in Infrastructure Sector
- Promote visibility of EPWP through marketing, branding and project profiling by implementing public bodies
- Conduct workshops on EPWP implementation and coordination
- Provide strategic insight into expansion opportunities to maximize EPWP implementation
- Provide support to municipalities in developing of IDPs and SDBIPs that incorporated EPWP targets
2. Monitor, report on the delivery of set targets and assess impact of the EPWP:
- Coordinate, manage and monitor the creation of work opportunities on set targets of different stakeholders across different sectors within the district
- Facilitate and monitor planning of EPWP projects
- Facilitate provision of capacity building to stakeholders in terms of reporting
- Conduct project evaluation studies of the district EPWP performance periodically, participant impact analysis and projects
- Generate and analyse reporting to improve the impact of EPWP
- Manage auditing of the EPWP within the district as to improve compliance of the implementing public bodies
- Monitor Projects implemented by public bodies in compliance with EPWP guidelines
- Manage and monitor the implementation of the district business plan towards achieving set targets by public bodies
- Manage the provision of data capturing support to public bodies
- Compile, analyze and monitor the regions' performance on a quarterly basis
3. Promote the implementation of innovative and empowerment initiates for stakeholders and participants:
- Facilitate capacity building of EPWP participants across all sectors
- Manage implementation of the Accelerated Professional and Trade Competency Development Programme (APTCOD) with 250 students and ensure artisans are trade tested in their respective trades of training
- Manage and monitor implementation of the National Youth Service (NYS) programme
- Manage and support 20 Contractors under the Integrated Contractor Development Programme (ICDP)
- Participate in the Supply Chain Management committees to ensure that work packages are structured and included in tender documents of the department
- Promote labour intensive methods in the implementation of projects implemented by the Buildings unit in the department
- Manage, facilitate and promote Amathuba Jobs Portal
- Promote best practices for the EPWP within the district with the view of replication
- Identify and facilitate training for the APTCOD, NYS and ICDP Contractors
4. Manage and coordinate Community Development programmes:
- Manage creating work opportunities by implementing EPWP flagship programmes, currently its the EPWP Maintenance Programme with 86 participants across 25 schools
- Manage provision of social facilitation within the department and to support the municipalities' Social Facilitation processes
- Monitor and supervise implementation of EPWP projects
- Ensure reporting of work opportunities created and monitor the impact of EPWP flagship projects on a period basis
- Manage stakeholders' convergence and collaborations in EPWP flagship programme implementation
5. Manage the allocated resources:
- Developed provincial proposal on the Coordination Structures effective for EPWP Coordination within the region
- Developed the improvement plan for the provincial M&E for EPWP and also part of the team that played an imperative part in the design of the EPWP Indicators and Technical Indicator Descriptions
- Provide strategic management and reporting on the Directorate Performance, Risk Plans and Audit processes within the region
- Manage EPWP regional office with a total of 16 permanent staff members, 3 interns attached to the office, and 386 contract workers attached to APTCOD, NYS and Community Development Sections, with limited resources allocated
- Ensure effective and efficient management of Regional EPWP budget of -+ R16mil according to regulations
- Reduced audit findings for the EPWP region by 90% by introducing controls and processes of dealing with such issues
- Resolve problems of motivation and control with minimum guidance from supervisor
