In terms of section 39 and 44 of the Public Finance Management Act, 1999 (PFMA), the Municipal Finance Management Act and the King Code of Corporate Governance, Ms Molapo was delegated to efficiently, effectively & economically carry out specific responsibilities including to control, co-ordinate of programme implementation and be answerable for the public finances allocated thereto. This was well upheld throughout her career to date.

Ms Molapo has interacted and worked closely with internal and external government partners, across National, Provincial and the Municipal spheres of government, as well as Donor Agencies such as the United Nations Development Programme (UNDP), United Nations International Children's Fund (UNICEF) and UNAIDS; GTZ and DFID, in pursuit of poverty eradication and redressing underdevelopment in South Africa., as the national programme manager for the presidential Urban Renewal Programme (URP) and Integrated Sustainable Rural Development Programme (ISRDP) from 2003 to 2006.

She also worked with various state-owned enterprises responsible for service delivery [Telkom, Eskom, SA Post Office, Umsobomvu Youth Fund, Development Bank of Southern Africa, Independent Development Trust] to align their service delivery programmes to government's Programme of Action.

Ms Molapo further lead teams that interacted with and made presentations\ representations on the URP and ISRDP to various oversight committees of National Parliament with mandates for oversight on development matters and on the capacity building and transformation of municipalities to become developmentally orientated, such as the Local Government Portfolio Committee and Finance Portfolio Committee, among others.

Innovative, Goal-Orientated, Resourceful Manager focused on any given assignment: As Head of Corporate Services in Msunduzi Municipality,overseen the following Human Resources Management catalytic projects between 2015 and 2017:

  • Successfully facilitating migration to and operationalizing the new Organogram in 2013, by migrating approximately 2500 permanent staff from the old structure onto the new Structure. All planning; logistics and implementation undertaken in-house.
  • Seamlessly absorbing approximately 1070 contract staff workers into permanent positions on the 2013 Structure within a period of 3 months and deploying them to their new positions.
  • Overseeing the review of in excess of 1380 new positions on the 2013 Structure including Job Analysis; Job Writing; Job Evaluation & Grading.

For this achievement, inter alia, Ms Molapo was nominated and awarded for two successive years as “Best Deputy Municipal Manager and Best Business Unit" at the Service Excellence Awards, by an independent panel of assessors\ adjudicators in 2015/ 2016 and 2014/2015.
