1.Business Services Strategy network implementation

• Participate in the formulation of Network Implementation/Decommissioning strategy to ensure alignment with business objectives

• Ensure the planning of projects aligns with the network implementation/Decommissioning objectives and deliverables.

• Enhance and maintain policies, processes and procedures within project implementation.

• Implement new and improved methodologies on an ongoing basis to ensure continuous improvement.

• Plan and participate in the prioritization process of all requirements received from executive management

• Deliver network implementation projects on time within budget as agreed with business and as approved by executive management.

2. Programme management & Implementation

• Manage the co-ordination of programme's components, the relationship with other programmes and the interface to business strategy and Portfolio Management.

• Set and deliver on project objectives relating specific site acquisition, Implementation/Decommission, RF and Data centre infrastructure objectives.

• Manage the interdependencies between all projects.

• Ensure that the Projects in the section are delivered according to approved project requirements (Quality Control as well as Scope Management).

• Keep track of contractual deliverables within Network Implementation, Site acquisition and data centre departments.

• Ensure appropriate Risk Management and assist Auditing functions.

• Act as point of escalation for late delivery of project milestones.

• Provide regular reports and feedback on requirement delivery, project and requirement status, forecasting, budget, expectation management, escalation and roadmap as needed by executive management.

• Maintain an ongoing list of priority of each of the requirements and projects managed.

• Oversee and manage delivery expectation and negotiate delivery timeframes.

• Ensure the seamless integration of multiple projects through to completion.

3. Site acquisition and major account management

• Own the strategic relations relationships with all major 3rd Party suppliers of infrastructure

• Align regional Property and Site Acquisition departments with Company priorities and agreed strategies

• Cross functional support between departments responsible for site acquisition, major accounts and datacentres

• Regular reports to Executive team on technical facilities, lease management, etcetera

• Accountable for all Site Acquisition activities Nationally

• Set national decommissioning strategy for site acquisition

• Liaise with regional teams to ensure that there are alignment on national level for site acquisition

• Maintain and own relationship with 3rd Party Site Acquisition partners

• Ensure that all site acquisition policies and proses are implemented and adhered to at all times

• Negotiate and maintain national main frame agreements with facility partners such as Telkom, Neotel, BBI and Transtel, etc

4.Data center, specification and process

• Provide guidance and assistance to vendors and internal customers on industry standard best practice specifications and infrastructure deployment practices.

• Assist executive management in defining and implementing the data centre strategy within Cell C

• Responsible for operational upkeep and maintenance of Cell C Data centre locations. Ensuring 100% up time of all core elements

• Ensure data centre tier level compliance for stability and best of breed technical specifications.

• Establish and implement comprehensive maintenance and implementation policies to ensure adherence to industry and statutory specifications and processes.

• Structure infrastructure/data centre environment to have the agility to react to the changing organizational requirements, evolving IT technical landscape and the changing regulatory environment.

• Develop and maintain infrastructure support policies such as change management and technology service requests.

• Maintain and ensure adherence to infrastructure specifications and standards guidelines.

• Participate in regular National working groups and forums with relevant standards authorities and industry relating to network infrastructure, data centre and ancillary specifications.

• Ensure vendor compliance to quality standards and acceptance specifications.

• Develop and implement policies to ensure compliance and continuity to general housekeeping guidelines within hosting environments.

5 Sub contractor & Vendor Management

• Manage and assist Regional Infrastructure Managers and vendors with identification of suitably qualified sub-contractors as determined by the business and project operational requirements.

• Validate and approve all sub-contractor and vendor requests, quotations and invoices prior to any payments or approvals being made.

• Manage all project related milestones and ensure that all projected forecasts are met within the contractual time frames.

• Investigate and resolve complaints & requests concerning the network implementation/decommissioning process.

• Track project progress in terms of all related infrastructure processes to ensure compliance in line with statutory requirements and specifications.

• Manage the timely review process of the existing project vendor and recommend the additional measures and steps to ensure success and timely delivery.

6 Contracts & cost management & budget

• Assist and advise with the appointment of construction and infrastructure contractors that are directly involved in the network transformation project, data centre operations and site acquisition.

• Oversee the contractor's and supplier conformance to Cell C contracts and service level agreements.

• Plan, estimate, control and administer the annual costs for Infrastructure Section.

• Oversee timely processing and authorization of payment documentation and submission for payment.

• Develop and introduce innovative solutions into the Infrastructure Network, Data Centres and Site Acquisition departments and exercise appropriate controls to meet budget.

• Manage Budget through planning, setting, monitoring and controlling the costs.

• Manage cost tracking and variation reports

• Develop and implement procedures to achieve savings

• Make recommendations for budget-affecting change requests

• Practice budget cost saving practices.

• Inform superiors timorously of potential over-spend

7.Process Compliance & improvement

• Manage and promote the improvement of all existing and new infrastructure, implementation, site acquisition and data centre processes and procedures.

• Conclude audits from time to time on infrastructure to ensure compliance to statutory requirements.

• Ensure and manage regular infrastructure and specification forums with vendors and industry as required.

• Oversee all vendor compliance requirements for all related specifications, standards and certification.

8 Staff management

• Lead and motivate staff to effectively deliver objectives, ensuring development opportunities, appraisal and management systems are embedded and relevant HR procedures are adhered to

• Provide an advisory, support and mentorship function to enable staff to grow within their career

• Maintain a low staff turnover rate.

• Initiate the appropriate Labor Relation action required within the department

• Establish, evaluate and guide the department's Employee Performance Management program

• Set Key Performance Indicators targets and goals as per the department's strategy and business objectives.

• Measure and manage capacity vs load requirements.

• Introduce specification and adherence to statutory requirements, documenting change and updating of all documentation related to environment .

• Ensure the alignment of internal processes for data centre utilization.

• Control and document all installations and upgrades within data centre environment, manage the updating of drawings and plans in accordance with process.

• Ensure best practice and methodology within specification.

• Manage the design and planning of (cost) efficient and future proof solutions of data centre and RAN elements.

4. Business continuity

• Interface with the business continuity management and risk management departments to create and constantly review DR / BC plans for the network.

• Act as an advisor to the Data Networks, IN and BSS teams for DR / BC related to Data Centre infrastructure and facilities.

5. Cost and Budget Management

• Prepare, control and administer the yearly costs / budgets.

• Review financial statements and exercise appropriate controls to meet budgets.
