Accomplished Director at National Treasury with expertise in public financial management, particularly in enhancing provincial budget planning, implementation frameworks, and infrastructure strategies. Currently serving as Acting Chief Director since July 2024, I have led key projects such as provincial budgets, infrastructure site visits, and facility assessments.

Director - Provincial Budget Analysis

  • Provide technical support and guidance in drafting Budget Formats Guide, Medium-Term Expenditure Framework (MTEF) guidelines for provinces, and the Provincial Uniform Budget and Programme Structure.
  • Assess budget documents for provinces, sectoral policies, and legislation, departmental strategic plans, and annual performance plans. Conditional grants, business plans, monthly spending performance, and annual reports should be prepared with clear recommendations. These reports are presented at Benchmark meetings, the Technical Committee on the Budget (TCB), and the provincial Medium-Term Expenditure Committee (MTEC).
  • Monitor the implementation of provincial budgets in line with Section 6 of the Public Finance Management Act (PFMA), 1999, and produce monthly In-year Management and Monitoring (IYM) reports.
  • Manage the provincial budget visits and sectoral facilities visits, prepare sectoral terms of reference and project plan, and present consolidated findings to the Technical Committee on Finance, Budget Council, Parliament, and other sectoral forums.
  • Assess sectoral budget, expenditure, progress in implementing government policy priorities, and produce consolidated reports for discussion at various forums.
  • Train government officials in provincial and national departments on the Essentials of Budget Formulation and Budget Analysis.
  • Prepare presentations and present to Parliament Committees, i.e. National Council of Provinces - Select Committees on Finance and Appropriation.
  • Assess new national sector (Transport) policy proposals and provide inputs.
  • Draft the Roads and Transport chapter for the Provincial Budget and Expenditure Review (PBER) publication.
  • Present Division of Revenue Bills for main and adjustment budgets to Provincial Legislatures.
