Senior Billing and Collections Manager

  • Strategic Work
  • 1. Oversee all debtors process within the business while ensuring adequate financial and operational governances and controls are in place to protect the interests of the business and its clients.
  • 2. Ensure that suitable systems and process exist within the debtor’s department.
  • 3. Where necessary assist in the development of new or improved systems and processes.

  • Tactical Work
  • 1. To ensure that reliable, accurate and clear rent statements are promptly distributed to all tenants monthly on the 25th.
  • 2. To ensure that all billing data is correctly maintained, including fixed charges and monthly charges.
  • 3. To maintain all leases and ensure that these are correctly captured and filed. To inform and take corrective action of leases are not being properly completed.
  • 4. Ensure that new leases are loaded with the correct existing recoveries for the respective building.
  • 5. To oversee the verification and import of the monthly municipal recoveries file, and to ensure that the details provided and billed are reasonable, correct, and complete.
  • 6. To ensure that all tenants in occupation are correctly being billed for rent and all other services.
  • 7. To ensure that tenants are promptly informed of matters relating to billing, including rent increases, new charges, or other matters affecting some or all tenants.
  • 8. To investigate tenant account queries, pass adjusting entries only when convinced there has been an error, and to ensure that tenants are informed of adjustments passed.
  • 9. To ensure the trust account is always fully reconciled and that a shortfall never exists. To take all steps necessary to ensure that a trust account shortfall is not allowed to arise.
  • 10. To identify and investigate any buildings/clients with negative trust balances and institute immediate corrective action and alert management to the situation, how it arose, and the corrective action taken.
  • 11. To review rent statements being sent to clients and to ensure that these are in a correct format, easily understood, and correct in terms of all landlords’ legal details and requirements.
  • 12. To reconcile rental income from month to month to ensure that all monthly changes are fully explained and justifiable.
  • 13. To identify any tenants with no charges for sewer or refuse and ensure these are corrected.
  • 14. To ensure that buildings with water charges, all tenants are charged for water on an ongoing basis.
  • 15. To ensure that security charges are consistently charged in each building where appropriate, and to update security charges as necessary. This to be done in consultation with portfolio managers.
  • 16. To review all owner’s statements and ensure that the format is good, charges etc. look reasonable, and that all legal details and requirements are correct.
  • 17. To ensure the correct billing and recovery of bank charges, both in reimbursement to the trust account and as a charge to tenants in the following month.
  • 18. To alert management to any legal or other risks identified in the billing process.
  • 19. To act as system administrator on the billing system, and to maintain the integrity of the system by monitoring activity and controlling user access to the system.
  • 20. To develop and enhance the billing system or its internal processes as necessary to ensure that the system provides accurate rent statements, owners statements, and other reporting.
  • 21. Review all unallocated receipts, reconcile movements from month to month and identify/investigate as appropriate.
  • 22. Make sure that all billing statements are delivered to the buildings and units.
  • 23. Police all incoming leases to make sure that they comply with policies and that the portfolio managers have signed all leases. Alert portfolio managers if there are any issues.
  • 24. Ensure allocation of proof of payments from credit controllers within 48 hours.
  • 25. Collate mass tenant communication when necessary.
  • 26. Ensure rent increases loaded on the billing system reconcile with the letter delivered to tenants.
