• Carries overall responsibility for implementation of Programmes
• Accepts and understands the Infrastructure Plan which is to be implemented
• Facilitates the service delivery agreements with the PIA/s
• Develops the Infrastructure Programme Management Plan
• Reviews and approves the PIA/s Infrastructure Programme Implementation Plan/s
• Manages overall programme management budgets and expenditure
• Reviews the HR structure to ensure that the necessary resources are available
• Management of JBCC and NEC contracts
• Reviews and reports on capital cash flow requirements
• Overall manages the programme to deliver the infrastructure stipulated in the Infrastructure Plan specifically in terms of scope, time, quality, risk and cost management
• Check and approve payment certificates of the PIA/s and contractors
• Chairs coordination meetings with PIA/s
• Reviews PIA progress reports and provides overall reports for the Programme
• Manages financial progress through cash-flows and expenditure
• Ensures that targets are met
• Ensures programme close-out
• Interacts with the Infrastructure Planning Manager
• Coordinates the handover of the completed projects from the PIA/s to the users within the Department.

· Support programme approach planning towards development an Infrastructure Programme Implementation Plan (IPIP)

· Undertake project initiation, i.e. project feasibility assessment, base lining and landing

· Develop Project Execution Plan (PEP), i.e. schedule for all projects under one

· Procure professional service providers in line with the organisation’s SCM policies and procedures

· Draft, submit and obtain service provider (i.e. professional service providers and contractors) agreements

· Manage compilation of project schedules and designs

· Develop and load the project targets, budgets and milestone on the Programme Management Information Systems

· Ensure preparation of quality procurement documents.

· Procure contractors in line with the organisation’s SCM policies and procedures

· Conduct site handover

· Manage project expenditure and costs

· Manage programme governance and best practices

· Facilitate approval of project documentation and designs by clients

· Manage project implementation in terms of Scope
