  • Served as a Project Leader for the drafting of the Integrated Maritime Human Resources Development Strategy :( 2014-2030), published in 2014.
  • Placed the first cohort of 30 South Africans at the United Nations World Maritime University (UNWMU) in Sweden (23 x MSc and 4 x Doctoral students) in September 2013 on behalf of SAMSA and the DHET. 23 completed their studies in six maritime fields, with one having their degree conferred Cum Laude and receiving the Chancellor’s award for academic excellence in November 2014. Two out of four doctoral students continued with their studies following withdrawal and demise of two respectively. One of the former completed his doctorate within the record four years full time and returned to Transnet. The other one pursued his studies part time.
  • The second cohort of 12 South Africans was placed at the UNWMU in Sweden, (12 x MSc) in September 2014 and they also completed their degrees in six maritime fields in November 2015.
  • Effectively managed a funding partnership agreement with DHET through the National Students Financial Aid Scheme (NSFAS) which was in excess of ZAR13 Million Euros for the post graduate fellowship at the UNWMU in Sweden.
  • Managed two maritime agencies/service providers that delivered materials/commodities for projects worth ZAR70 Million.
  • Nominated to represent SAMSA in the RSA Deputy President led Human Resources Development Council of the RSA’s Maritime Industry Task Team in 2014. The outcomes, of the task team, have been incorporated as Operation Phakisa maritime deliverables for the South African International Maritime Institute (SAIMI).
  • Nominated by the CEO to represent SAMSA in the Offshore Oil and Gas Exploration Skills Working Group of Operation Phakisa led by DHET.
  • Nominated by the CEO to represent SAMSA in the TRANSNET–Gauteng Education Department’s Maritime High School Project Task Team as a School of Specialisation.
  • Nominated as a member of the Research and Innovation Task Team and Chairperson of the Maritime Careers and Awareness Task Team for the SAMSA - Vaal University of Technology (VUT) partnership.

  • Led 7 secretariat research projects (in italics) in the following national focus areas of Science, Technology and Innovation: Monitoring, Coherence and Co-ordination of the National System of Innovation (NSI), Development of a national innovation framework, Monitoring, Evaluation and Indicators, Skills and Infrastructure for Research and Innovation, Strengthening Skills in Mathematics, Science and Technology, Infrastructure for research and Innovation, Climate Change and the Green Economy, Bio-Economy Policies and Strategies, Innovation for Socio Economic Development, Innovation for socio economic impact, Gender Mainstreaming.
  • Established systems and processes for the 7 Secretariat projects to replace the previous external committees in line with the 2012 DST Ministerial International Review Report on NACI and supported the Council Chairperson, with induction of the Council and internal Senior Policy Specialists, on the new project management mode of operation.
  • Managed a budget of ZAR15 Million yearly with no new funding requested for the new project management mode of operation.
  • Provided strategic leadership and operational management to the NACI Secretariat.
  • Provided policy and research support through researchers and policy specialists to all 7 Council members who led and chaired the 7 project teams.
  • Managed the interface between NACI and Research Councils like the NRF, CSIR, MINTEK, and Council for Geosciences, ARC, MRC, ASSAF and other entities within the National System of Innovation.
  • Improved the staff complement of the NACI Secretariat to enhance business efficiency through the formation of cross functional teams to minimize outsourcing and ensure fair rewarding of researchers’s performance.
  • Provided strategic support to the NACI Council Chairperson, Council and its EXCO and supported the NACI Council Chairperson with strategic processes for providing policy advice to the Minister of Science and Technology.
  • Reason for Leaving: Resignation, one year contract assignment concluded in eight months. DST extended it with a year to counteroffer the SAMSA where I had secured permanent job. I chose the option to join SAMSA.

  • Developed relationship management and client services strategy, systems and processes for chemical sector skills programmes as per SLA with the department of Labour and later the Department of Higher Education and Training.
  • Led cross functional project teams (6) in managing processes, systems, services and products for skills development programmes funded in the chemical sector.
  • Managed a budget of ZAR350 Million including ensuring that funding was disbursed timely to training companies for implementation in the chemical sector skills development programmes.
  • Maintained unqualified financial Audits by the Auditor General South Africa (AGSA) for 4 consecutive years, 2007 until 2011.
  • SANS ISO 9001:2008: The CHIETA successfully retained the SANS ISO 9001:2008 Certificate with the South African Bureau of Standards (SABS), earned initially in 2007, renewed until 2013.
  • South African Qualifications Authority (SAQA) Green Status: The CHIETA maintained its green status with SAQA until 2011.
  • Maintaining Performance: Maintained the performance score based on the Service Level Agreement (SLA) targets with the Executive Authority (DoL/DHET) from 2007 to 2011.
