Providing business with appropriate direction and guidance on the implementation and embedment of the operational risk framework. Ensure that through the effective facilitation of the Risk and Control Assessment process, that the control environment within business is effectively managed.
The above will be achieved through:
Assisting business in the identification of risk through:
· The review of current policies and procedures and assessment on current and future changes.
· The Risk and Control assessment (RCA) set up, analysis and management.
· The assessment of Group Policies and their applicability to the business area.
Monitoring of control environment through the establishment of:
· Control self-assessments
· Snap checks or conformance reviews
· Operational Risk Self assessments twice yearly
· Refresher of RCA bi-annually.
· The management of the risk event process.
· The identification and monitoring of key risk indicators
· Ensuring that all stakeholders completed the compliance/regulatory and operational risk training.
· Facilitation of the SOX review and attestations applicable to area of business
Ensure that the Governance is in place to manage the risk control framework by:
· Establishment and management of the risk governance forum in co-operation with Operational Risk.
· The management of the operational risk orientation in business , in order to establish business ownership
· The facilitation of management of the RCA actions, overdue items and ineffective controls.
· Validate issues raised by assurance providers
Documentation and reporting:
· Management of the Operational Risk system and all applicable reporting with regards to the RCA’s, events, actions and related items.
· Ensure the correctness and distribution of the Governance and Control scorecard to the correct stakeholder.
Ensures proper delivery of Risk Management Requirements, capabilities and oversight across HR,
Provides a clear understanding across the 2nd line value chain and its responsibilities
Support the 1LOD to deliver on a satisfactory control environment as well as the Management Control Approach (MCA).
Facilitate full embedment of a risk culture in HR
Assist 1LOD to identify risks, articulate risk, understand risk and determine effective and sustainable controls
Act as a support function in the HR risk management framework including requirements related to:
• Basel II
• Sarbanes Oxley
• Business continuity Management
• Information Risk Management (including Data Privacy management)
• Regulatory Compliance
• Group-wide human resources policies and processes.
• Impart the knowledge to anyone in HR requesting support.
• Preform pre audit self assessments
• Perform processes walkthrough to identify control points and improve HR operations (Risk assessments)
• Building of Key Risk Scenarios
• Coordinate People risk requirements as defined by Barclays (Holding company)
• Maintaining key risk indicators and following up on threshold breaches
• Capturing risk events
• Assist Business units to close Audit issues
• Maintain a list of dispensations, waivers and breaches against policies on behalf of business
