Summary

I was born and raised in Clarkson, a Moravian Mission Station in the Tsitsikamma Region of the Eastern Cape (South Africa). I lived and worked in various localities including London (UK) and Doha (Qatar). I am married to Mary-Ann and have two children, Elon Liu, and Lia Saige. I am a mid-career professional and executive which worked across various sectors fulfilling various roles that involved urban and economic development initiatives, engagements with investors and infrastructure developers, leading multi-disciplinary project implementation teams and overseeing the work of transactional advisors, fund originators, partners, and stakeholders. Most tasks focused on infrastructure development, tourism, community, and socio-economic development. I collaborated with Architects, Civil Engineers, Quantity Surveyors, Town and Regional Planners, Environmental and Conservation Professionals, Community workers, Skills Trainers and Facilitators, and Programme Administrators and most importantly communities on the ground. I worked on projects funded by various Development Finance Institutions, such as WWF, the European Union, GIZ and KFW Bank, Government and Private Funders and government Sector Departments. I am a member of the South African Planning Institute (SAPI) and the Economic Development Council of South Africa. I see myself as a ‘pracademic’ and belief in applying and practicing theory obtained through continued education. I enjoy seeing others also better themselves through continued education and does not only encourage same but assist, mentor and coach where required. As part of continuous professional development, I presented and attended various courses and conferences to assist in adding to my skills and through this shape organizational outputs. My research interest focusses on decision-making processes around development, environmental, economic, urban and community issues. I have a positive approach to my work and life and maintain high standards and expectations and see myself as an asset to any organization. I am an extrovert and believe that my leadership expertise, technical experience, knowledge, and range of qualifications make me a competitive candidate for positions across various executive and senior management levels in infrastructure development, urban development, economic development, environment, and other disciplines.

Chief Executive Officer

  • Positioning the CDA to meet its mandate in support of the municipality’s imperatives and strategies in the sectors targeted for development. Driving business development in the district in terms of relevant legislation and policy, especially the Municipal Finance Management Act (MFMA). Lead the implementation of CDA strategy, manage the staff & key stakeholder relationships and ensure provision of the resources required for effective functioning, on-going transformation, growth and sustainability of CDA in the short and longer term.
  • Lead the preparation of the annual business plan in line with the CDA, parent municipality and provincial & national government development objectives. Report and communicate all activities and developments to the Board and parent municipality as well as to other relevant funding entities as periodically required, through formal reports in line with relevant legislation, organizational policy and funding prescripts.
  • The CDA project portfolio for the 2024/25/26 financial year includes oversight of food security projects, MSME Training, operationalization of an Aerodrome, seeking investors for an Industrial Park, doing an assessment of a Tourism Hub, conversion of a swimming pool complex into a Hotel with mixed-use recreational facilities through an investor solicitation, completing a Business Case for a potential sand mining operation and upgrading and painting a river bridge as a tourism asset. In addition, ensuring the roll-out of a districtwide CSI program targeting NPOs.
  • In summary, I am responsible for leading the organization by making major decisions on investment attraction and strategic partnership for catalytic economic development projects, setting strategic directions, overseeing operations, and acting as the public face of the company, ultimately ensuring its long-term success and profitability; report to the board of directors and are primarily responsible for the company's overall vision, strategy, and execution.
