Phd Thesis Abstract
How can we evaluate South Africa’s National Development Plan (NDP) in a way that is both morally grounded and cognisant of development planner voices? This paper defends the broad thesis that in order for the NDP to improve lives, it needs to facilitate not only social opportunities (such as education and health) but also opportunities for social relation, wherein the capability to relate in certain ways is not only instrumentally valuable but also valuable as an end. The study employs a two-way methodology consisting of moral philosophical argumentation, on one hand, and qualitative analysis of interview data, on the other. Based on an influential version of ubuntu moral theory, a relational ethic is presented and novelly applied to the NDP concerns of poverty, inequality and unemployment. Furthermore, the prescriptions suggested for the NDP are assessed in the light of insights from interviews with members of the National Planning Commission (NPC). Being the first systematic evaluation of the NDP from an ubuntu perspective, the study reveals four insights, some of which are undertheorized in the development ethics literature. First, citizens have certain obligations toward practitioners, in contrast to the inverse obligation, which is well-documented. Second, harmony between developers is morally important in itself, a point that is invariably neglected in the literature. Third, citizens, too, have certain obligations toward each other. Fourth, developers owe citizens consultation, bringing both wisdom and attention.
