  • Strategic Capability and Leadership: Translate the vision, mission and objectives of the Department and the four Districts into Chief Directorate goals; Drive and promote the development of these goals and oversee the implementation of the Chief Directorate strategy, business processes and Standard Operating Procedures to support the delivery objectives of the Chief Directorate
  • Programme and Project Management: Determine the outputs expected from the client department in order to achieve their departmental strategic goals and business objectives and ensure the implementation and management of the Infrastructure Delivery Management System (IDMS); Drive the execution of infrastructure projects; Ensure compliance with contract SLAs and pursue optimal levels of client department satisfaction, by focusing on business best practices to improve efficiency and reduce operating costs while increasing productivity; Ensure compliance with all relevant legislative, statutory, regulatory and supervisory requirements towards the achievement of Chief Directorate operational plans and goals; Develop an annual operational plan for the Chief Directorate;
  • Human Resource Management, People Development and Change Management: Develop, implement and maintain human resource management strategies, policies, systems and procedures to ensure the effective and efficient utilisation of human resources in order to improve service delivery within the Chief Directorate; Ensure effective communication arrangements within the Chief Directorate for all personnel in all of the operating directorates; Review and align the Chief Directorate's organisational structure to the operating model and business processes; Ensure the filling of vacant posts, within budgetary constraints with the appointment of competent personnel; Ensure sound employee relations in terms of applicable labour legislation; Implement a human resource development strategy for the Chief Directorate; Build effective teams; Build capacity through the management of continuous training and development programmes for all categories of staff to achieve pre-determined performance indicators and service delivery imperatives, motivated, competent, appreciated and performance oriented staff and sound labour relations; Initiate, support and champion organisational transformation, diversity management and change management in order to successfully implement new initiatives and deliver on service delivery commitments
  • Financial Management and Corporate Governance: Ensure efficient and effective oversight and management for all financial resources/aspects of the Chief Directorate and all performance requirements and statutory responsibilities in terms of the Public Finance Management Act (PFMA); Management of irregular, fruitless and wasteful expenditure; Ensure that the Chief Directorate is managed within budget and in accordance with the PFMA, other legislation and regulations; Ensure that adequate policy management systems and procedures are in place to enable the management of financial resources on a decentralised basis (cost centres) and to safeguard public funds and maintain financial control; Develop, implement and maintain financial systems and procedures that will enable the timeous preparation of financial reports of the Chief Directorate's financial affairs; Manage financial planning, forecasting and reporting processes; Ensure that budgets are aligned to the strategic objectives of the Chief Directorate and the client department;
