• Undertake routine inspections of the work environment by examining work practices and conditions to identify hazards and risks to ensure compliance with statutory requirements and the municipal Safety, Health, and Environmental Management System.
• Inform Line Management (Superintendents and Managers) immediately of conditions and situations which pose a serious risk and threat to life and, or municipal property by communicating with management verbally and in writing to ensure prompt action is taken to avert personal harm or asset loss.
• Undertake surveillances of hazardous work environments by monitoring work environments by conducting physical inspections; and undertaking surveys using electronic equipment where necessary; to ensure compliance with legislation and to quantify hazardous exposure.
• Assist the Chief Safety Officer: Special Projects/Public Safety, in undertaking investigation into accidents/incidents involving employees, contractors, and members of the public by conducting interviews; facilitating the scheduling of internal inquiries; collating incidents statistics, and inspecting records, to establish root causes in order to prevent recurrences of such accidents/incidents.
• Provide assistance and advice to Unit Management by regularly attending Health and Safety Committee meetings and serve as the co-opted member; evaluating the need for appointing various designated persons in terms of legislation; consulting with line management to develop appropriate safe working procedures; and undertaking periodic Job Safety Analysis; to assist in ensuring the reduction of Health and Safety risks, Occupational diseases, decreasing incidents and accidents in the workplace and ensuring maintenance of a safe and healthy work environment within the Electricity Unit.
• Conduct regular inspection of equipment, emergency fire appliances, facilities, and operations by line management by undertaking walk through inspections; and undertaking formal inspections, to ensure adherence to the Municipal Safety Health and Environmental Management System and statutory legislative requirements.
• Record and report on all completed activities to the Chief Safety Officer: Special Projects/ Public Safety by utilising an appropriate recording mechanism. Preparing written reports with appropriate recommendations to Line Management on required remedial measures in order to avert risk exposures.
• Assist in the development of Safety Health and Environmental Standards and Procedures by participating during the review and drafting of Standards and Procedures to ensure Electricity Unit keeps abreast of the changing legislation and international best practices.
• Assist the Chief Safety Officer: Special Projects / Public Safety by assessing, coordinating and evaluating staff training in safety and risk related matters within the Electricity Unit by assessing health and safety training needs, arranging of training attendance. Maintaining a database of training attendance. Developing and assessing health and safety learning programmes and material to ensure conformance with the requirements of NQF Unit Standards. Undertaking training of line management and employees as per needs assessment. Evaluating the effectiveness of training; to develop employee awareness regarding health and safety in the workplace whereby reducing accident and incident rate throughout the Electricity Unit.
• Compile written reports for Line Manager’s service delivery outputs by recording daily and weekly health and safety activities and meetings within the Electricity Unit to assist the Chief Safety Officer: Special Projects/Public Safety in reporting on meeting service delivery output targets in terms of the Unit’s balanced scorecard and Unit’s service level agreements.
• Undertake other related tasks as assigned by the Chief Safety Officer: Special Projects/Public Safety from time-to-time.
