· Ensure compliance and implementation of SCM processes, Treasury regulations, SCM regulations and other relevant legislations
· Compile procurement plans annually for each sites
· Procurement of goods and services as per approved procurement plans and approved requisitions.
· Assist in drafting specifications / terms of reference by engaging user departments, ensuring specification is unbiased and compile tender documents.
· Advertising bids through College website, notice boards, newspapers, tender bulletin and CIDB.
· Facilitate briefing session meetings.
· Record all bids sold in appropriate registers.
· Open and close of competitive bid tenders.
· Compile procurement reports for RFQ's ( above R 30 000.00 to R 500 000.00 and present to the Quotation committee.
· Serve as a Member and/ or Secretary of the Bid Specification Committee (BSC), Bid Evaluation Committee (BEC) and Bid Adjudication Committee (BAC) on annual rotation, perform secretariat duties of the committee, and compile minutes and reports for the meetings.
· Publish intention to appoint for successful bidder and attend to bidders queries and disputes.
· Compile Appointment letters and SLAs for successfully bidders and issue official purchase order
· Continuous update of database (as per PFMA and central supplier database CSD).
· Promotes and implements Black Economic Empowerment Programs and
· Render tender/procurement advice and support to service providers, facilitate supplier days and also give support to end- user department.
· Monitoring contract register, commitment register and supplier performance.
· Weekly, monthly and quarterly reporting.
· Ensure proper and prompt filing for Audit purposes and safe guarding of information (record keeping).
· Ensure regular update of all bid process registers and documents from beginning to end (specification to award).
· Implement remedial actions on SCM related audit findings in the audit action plan
· Ensure transparent relations with services provider (give clearances to bidding processes and to other related matters).
