Annemarie Fish is a registered Professional GIS Practitioner (PGP 1221) and have over 22 years of experience.
She holds a Ba Honours Degree in Geography and Environmental and recently obtained her Post Graduate Diploma in Property Studies in 2019. Annemarie is the sole director of Sqal Property Technology established in 2017 and held various positions at Buffalo City Metropolitan Municipality until 2016. This included working experience as a GIS operator at City Planning, GIS Coordinator, GIS Unit, Program /GIS Coordinator, EMPO in the City Manager’s Office. During her term at EPMO her main role was to assist with project implementation of USDG funded projects including the NDPG Mdantsane Urban Hub, urban design project, Sleeper site Best Concept Use Feasibility study and drafting the terms of reference for the Wilsonia Fresh produce Market feasibility study. Her role included advising the City Manager on the monthly capital and operating expenditure per directorate and Grant Funding. She also provided support in the drafting of the BEPP documentation, which were a requirement to secure grant funding at National Treasury.
One of her highlights during her tenure at BCMM was the approval of a GIS strategy and Gis Operational Policy and forming part of the Enterprise Project Management Office. At the EPMO was exposed to regular engagements with National Treasury and City Support Programme. Her exposure to the World Bank team in the development of the Concept plan for the Sleepersite property in East London contributed to her pursuit of Property Studies at UCT. Her passion for skills development also assisted with added GISc to the Infrastructure Skills Development Grant in Buffalo City and nationality. This led to her appointment as GISc Mentor by LGSETA and mentoring under the same program at Rand water Training Academy.

Since 2016 after her move to the private sector, she formed part of various project teams which included the position of technical lead for the National Spatial Planning Data Repository Project funded by Department of Rural Development and Land Reform until 2018. Her duties included completing the technical specification requirements and demonstrating the project tools during SPLUMA workshops and forums.
She also formed part of the team appointed to develop the Eastern Cape Spatial Development Framework, COGTA Eastern Cape, Eastern Cape Biodiversity and Conservation Plan, subcontracted by Coastal and Environmental Services. She formed part of the main Coastal Environmental Services team which successfully completed the KCDM EMF in Kwa Zulu Natal and recently and Review of the City of Ekurhuleni Bioregional Plan Review in 2021.
To date, Annemarie worked on projects relating to GIS strategies and policies, asset management, metropolitan open space systems, corporate GIS management, spatial planning, municipal expenditure monitoring, project management, mentoring, technical solution design, environmental management frameworks and conservation plans.

I have worked on the following major municipal projects:
The Comprehensive Urban Plan (CUP) project was sponsored by the Swedish International Development Agency (SIDA) where I had the opportunity to work closely with the SIDA consultants on the project. My main responsibilities were to capture data for the CUP maps and to produce thematic maps with crime, infrastructure, topographical and settlement information. My work was an integral part of the planning proposal developed by SIDA and approved by the local council as the strategy to be followed for future development in the municipal area.
The Strategic Implementation of GIS in the TLC. My responsibilities on this project were:
1 Coordinating meetings between the SIDA consultants and all TLC departments. This gave me opportunity to develop communication and management skills.
2 Assessment of GIS needs, training needs and computer literacy of all TLC departments. I developed an Access database and linked the information spatially with base data using GIS.
The Spatial Development Framework (SDF) forms part of the Integrated Development Plan for Buffalo City. My main responsibilities were:
1. The capturing of Municipal capital projects spatially and producing maps for each ward.
2. The creation of thematic maps for the SDF document.
3. The conversion of mapping projects from ArcView 3 to ArcGIS 8.
4. The monitoring of mapping produced by GIS consultants.
Land Use Management System for the City Planning Division: (SIDA Funded)
1. Investigate the use of GIS in a Land Use Management System by visiting other municipalities such as Joburg, Tswane and Gavle Municipality in Sweden.
2. Design and Create a LUMS with a Geodatabase in the SDE (Spatial Database Engine)
3. Monitor and Assist the capturing of Zoning Data by Supervising the Draughtsperson.
4. Assist with the creation of updated Zoning Maps.
5. Ensures that an updated Zoning Register Database exists.
Training and Capacity Building of the Land Administration Division in Buffalo City Municipality.
1. Ensures that the identified staff has a working understanding of ArcGIS software.
2. Create template maps and procedure manuals for the Land Sales Staff.
3. Train the staff on specific applications for the creation of Land Sale Maps.

Metropolitan Open Space System for the Integrated Environment and Sustainable Development Unit:
1. Assist the Unit with the use of GIS for the MOSS project.
2. Create Layers that will indicate the Public Open Space Zoning within Buffalo City.
3. Create Basemaps for the MOSS project.
4. Assist with the capturing procedures of data into spatial data layers by using ArcGIS.
5. Provide knowledge and assistance to integrate Moss data into SQL Server.

CAD and GIS operator, Electrical Engineering Department 1999- 2000
My main responsibilities in this position included:
1 Capturing of and updating of electrical reticulation drawings and Electrical High Voltage Schematic drawings in AllyCad.
2 Providing information on electrical reticulations and instructions to the Town Planning and Civil Engineering department as well as to other service providers such as Telkom and consultant engineers.
3 Updating of digital cadastral drawings of the TLC municipal area.
4 My background in GIS gave me the opportunity to attend GIS orientated meetings so that I could relate necessary GIS related information and requirements back to the Electrical Department.
